The Home Improvements and Structural Alterations (HISA) benefit is a lifetime benefit for medically necessary changes to a veteran's primary residence.

Eligible bathroom changes include roll-in showers and essential lavatory facilities, lowering counters or sinks, and plumbing improvements needed to install home medical equipment.
Not covered includes any "spa, hot tub, or Jacuzzi", exterior decking, new construction, removable equipment such as portable ramps, and routine maintenance.
What that means for a walk-in tub
A simple soaker walk-in tub that gives safe bathing access is a different product from a jetted hydrotherapy tub, and VA decides case by case what counts as medically necessary. We cannot tell you a specific tub will be approved. What is clear from VA's own page:
